A PROCLAMATION
The United Nations was created 64 years ago by men and women from every corner of the world. These architects of international cooperation acted out of an idealism rooted in the hard-earned lessons of war. They had the wisdom to understand that nations could do far more to advance their interests by acting together than by letting themselves be split apart. The original 51 member nations were united around a commitment to peace, humanity, and justice.
Today, with 192 member states, the United Nations is the principle forum for all nations, large and small, to work in concert to meet the global challenges no nation can confront alone. The U.N. is vital to America’s efforts to create a better, safer world. Through peacekeeping missions that have saved so many lives and averted so many wars; lifesaving humanitarian work; critical development activities; and its unique legitimacy, the U.N. can function as a forum that brings all nations together.
The U.N. sometimes struggles to live up to its founding ideals, as it can only be effective if its member states choose to meet their own responsibilities. At its best, this indispensible, if imperfect, institution helps to resolve conflicts and rebuild shattered societies; to lay the foundations of democracy, human rights, and development; and to establish conditions in which people can live in dignity and mutual respect. The member states of the U.N. have an obligation to demonstrate the will and leadership to match the aspirations of all. Now is the time for all of us to assume our share of responsibility to meet global challenges.
Committed in our resolve to create a world our people deserve, we look to the future with confidence. As expressed in the founding values of the United Nations, we share a common security and are unified by our common humanity. This truth calls us to work cooperatively with nations from around the globe in the pursuit of peace, economic prosperity, and human opportunity.
NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim October 24, 2009, as United Nations Day. I urge the Governors of the 50 States, and the officials of all other areas under the flag of the United States to observe United Nations Day with appropriate ceremonies and activities. (emphasis added)

So What is a Presidential Proclamation?
A presidential proclamation is “an instrument that states a condition, declares a law and requires obedience, recognizes an event or triggers the implementation of a law (by recognizing that the circumstances in law have been realized)” (Cooper 2002, 116). In short, presidents “define” situations or conditions on situations that become legal or economic truth. These orders carry the same force of law as executive orders – the difference between the two is that executive orders are aimed at those inside government while proclamations are aimed at those outside government. The administrative weight of these proclamations is upheld because they are often specifically authorized by congressional statute, making them “delegated unilateral powers.” Presidential proclamations are often dismissed as a practical presidential tool for policy making because of the perception of proclamations as largely ceremonial or symbolic in nature. In other news…Barack Hussein Obama also on Friday October 23rd 2009 issued another Declaration, National Emergency for Swine Flu. Some are already speculating that the White House might be seeking to employ Martial Law.
Here is what the Department of Health and Human Resources says:
“For purposes of waiver, an emergency area and period is where and when there is: a) an emergency or disaster declared by the President pursuant to the National Emergencies Act or the Stafford Act, and b) a public health emergency declared by the Secretary.
- The President may declare a major disaster under the Stafford Act when a natural catastrophe (hurricane, tornado, fire, etc.), or, regardless of cause, a fire, flood, or explosion, causes damage of sufficient severity and magnitude that effective response is beyond State and local capabilities and major disaster assistance is warranted.
- The President may declare an emergency under the Stafford Act when Federal assistance is needed to supplement State and local efforts and capabilities to save lives, protect property, and public health and safety, or lessen or avert the threat of a catastrophe and the situation is of such severity and magnitude that effective response is beyond State and local capabilities.
- The President may declare a national emergency under the National Emergencies Act by transmitting a proclamation to Congress that is published in the Federal Register. Upon such declaration, authorities or powers made available by statute for use in an emergency are exercised only as specified by the President in his declaration or an Executive Order. The emergency may be terminated by Presidential proclamation or a joint resolution by Congress. In regard to international emergency economic powers, the President may declare an emergency to deal with any unusual and extraordinary threat which has its source in whole or substantial part outside the U.S. to the national security, foreign policy, or economy of the U.S.” (Source: HHS.GOV click here for full Declaration)
Can Martial Law take place simply over a flu pandemic. Well, the law has already gone into effect in one state in the United States that I know of. Could this be foundational? The State of Massachusetts already has layed the ground work for what could happen nationally, especially if you take into consideration the Presidential Declaration. On this blog I try to draw the reader, ideally, back to the truth and purity of the Word of God. This site is a news site, with a priority to focus on how the things that are going on in our world relate to what God already told us would happen in these last days. I think one of the greatest form of attack the enemy has chosen lately with me is ‘doubt.’ If Satan can put a sliver of doubt that what is happening is not really what Christ Jesus said would preciptate His coming, if other areas of my life can be attacked with doubt then I would be a useless and ineffective Christian. Sadly, this tactic has worked in the past with me and is thus an area of weakness. However! God is Victorious! The Lord God of Heaven has already conqured Death. My Salvation through the Lord Jesus Christ is not going to be pretty or perfect, it will be wroght with testing and trials and although the outside world will not understand how I could Love such a Holy and Righteous Father, His Son, and His Holy Spirit, I can still stand–only by the grace of God, the precious Gift of Redemption given to me by the Only Begotten Son of God! So if you are reading all the headlines, the demise of our Soverign Nation formerly called the United States of America, and growing weary, don’t! Don’t grow weary! We are sojourners in a forign land. We are to be salt and light in a time of darkness and ineffectivenss.
